The Justice Narendran Commission, constituted by Kerala government to probe the representation of the backward communities in the public services, has found that the Muslims, who constitute over one fourths of the population, are grossly under represented. The Muslim representation in government jobs is merely 10.45 percent despite a 10 percent job reservation for the community in the government departments and 12 percent quota in the public sector units, universities and autonomous bodies. Narendran  Commission in its report had stated that there were 7386 Muslims are entitled to get jobs.. According to the report, reservations as per rules in the case of minorities including Muslims was not adhered to in the Government services. The Commission has gathered evidence after scrutinising all records of job reservations. Headed by Justice Narendran, the Commission includes T. M. Savankutty, former chairman of the Kerala Public Service Commission and K. V. Rabindran Nair, former chief secretary.

In a message faxed to Dr. Singh and Ms. Gandhi on Saturday, the NDF chairman, A. Saeed, said that during the last Assembly elections, the United Democratic Front Government led by the Congress, in its manifesto had pledged to take remedial steps to fill the backlog of job vacancies reserved for the OBCs. But the UDF Government and the KPCC were now dancing to the tunes of upper caste organisations, he said.
